NPN Changes Through HealthCare.gov Are Now Restricted

Effective immediately, CMS has blocked the ability to add or change a National Producer Number (NPN) directly through HealthCare.gov applications.

What this means for agents:

  • Existing NPNs already tied to applications or enrollments will remain in place unless the consumer removes them.
  • Agents and brokers can still add or update NPNs through approved Enhanced Direct Enrollment (EDE) platforms using their FFM User ID.
  • CMS is reinforcing the expectation that agents work through approved enrollment pathways rather than directly manipulating consumer Marketplace accounts.

For agencies managing large ACA books of business, this makes proper EDE usage more important than ever.

New Verification Rules for Marketplace Call Center Assistance

CMS has also tightened requirements for three-way calls with the Marketplace Call Center.

Going forward:

  • All applicants’ Social Security numbers (SSNs) or immigration document information must be provided for the call to proceed.
  • If this information cannot be verified, the Marketplace representative will not continue the call.
  • Consumers still have the option to enroll online independently or work directly with the Call Center on their own.

Agents should prepare clients ahead of time to avoid delays during enrollment support calls.

CMS has indicated additional system and compliance changes are still being developed. This is part of a broader effort to reduce unauthorized enrollments and strengthen oversight across the ACA Marketplace.
